Steps to your CDL (federal minimums)
- Choose your class (A, B or C) and endorsements.
- Get a DOT medical exam from a provider on the National Registry and a medical examiner's certificate.
- Pass the knowledge tests at the state agency to get your commercial learner's permit (CLP).
- Hold the CLP at least 14 days and practice with a qualified CDL holder. A CLP is valid for up to one year (some states less).
- Complete entry-level driver training (ELDT) with a registered provider.
- Pass the skills test: pre-trip inspection, basic control and road test, in English.
- Get your CDL. You must be 21 to drive across state lines.
What is different in this state
- Learner permit (CLP)
The CLP lasts up to 180 days and can be renewed once for another 180 days, as long as it ends within 1 year of the application. Skills-test segments you passed only count during the first 180 days; after a renewal you must retake them.
- Knowledge tests
You get 3 attempts at each knowledge test and 3 attempts total at the skills test on one application; the application (and fee) is good for 12 months.
- Test languages
All CDL skills tests are in English and interpreters are not allowed. Under 2026 emergency rules, the DMV gives an oral English proficiency check (15 questions plus 4 road signs) before the skills test.
- Age
At 18 you can drive a CMV for hire inside California only; you must be 21 for interstate driving or to haul hazardous materials or hazardous waste.
- Also important
California has its own Commercial Class C (small buses, tank or placarded hazmat vehicles 26,000 lb or less) and endorsements such as passenger transport (PV) and firefighter.
Where this state's manual differs
- 5.1.11 The handbook says the low-air warning must come on when tank pressure falls between 55 and 75 psi, instead of simply below 55 psi.
- 5.3.3 Static (brakes released) leakage limits are 2 psi single, 3 psi for 2 vehicles and 5 psi for 3 or more vehicles in 1 minute; the national text has only 2 and 3 psi.
- 5.3.3.1 Applied leakage limits are 3 psi single, 4 psi for 2 vehicles and 6 psi for 3 or more vehicles in 1 minute; the national text stops at 3 and 4 psi.
State-only topics in the manual
- California license classes chart (Class A, B, C, commercial and noncommercial).
- California CDL fee table (2020 amounts) and application rules in Section 1.
- California clean-air rules for trucks: idling limits and the Periodic Smoke Inspection Program.
